The property was sold prior to its March 3 auction date, with the new buyers treating it as a 'going concern' and continuing to use it as a caravan park.
A company with links to property developers Mirvac and the Grollo group was believed to be the buyer. However, the selling agent Ralph Paruit, of DTZ, would not confirm or deny it.
Mr Paruit, a commercial real estate agent, said investors paid about $2million for the site.
"I can confirm the property was sold prior to auction, but I'm not at liberty to discuss who the buyer or buyers were. What I can say is that the asking price was around the $2million mark, and the sale price was fairly close to it."
Mr Paruit said the site was bought as a 'going concern' and would continue to operate as a caravan park.
"I am not in a position to discuss the conditions of the sale or who purchased the property, but from what I understand, the new owners intend to continue operating it as a caravan park."
Asked whether Hobsons Bay Council intended to intervene if the new owners decided to seek approval to redevelop the site, deputy mayor Tony Briffa
said the caravan park's future was not a matter for the council.
"This is an issue for the State Government and their Department of Housing, not the council.
"We should put pressure on the State Government to do their job. I know these comments won't be popular, but I think we need to be realistic about what we can do. We are not a housing provider."
Altona North Ward councillor Michael Raffoul said in the event of the park's closure, the council would support the "transition of residents into alternative accommodation, by working with MetroWest".
"The council would assist with the co-ordination of other associated outreach services," Cr Raffoul said. "Council officers are in the process of arranging a time to meet with the new owners."
Williamstown MP Wade Noonan said news of the sale "is a relief to many of the park's residents".
"There have been question marks about the future of the caravan park going right back to late 2007. Until the recent sale, it hasn't been clear whether the park would remain.
"But I have been advised by the Hobsons Bay Council that subject to the new owners meeting the licensing requirements, the Half Moon Caravan Park will continue to operate."
