VICROADS has been criticised for carrying out roadworks at Newport on a Sunday night.
Several residents complained after resurfacing works were conducted in Douglas Parade from 9pm to 5am on February 28.
Hobsons Bay councillor Peter Hemphill has asked the council to investigate whether VicRoads' contractors had been under EPA decibel levels for night work or whether the road authority was exempt.
He said VicRoads gave residents only one day's notice and had been "misleading" about the level of noise to be expected.
"There were misleading statements in the notice about whether there would be noise associated with the works, and the level of noise," Cr Hemphill said.
"There were also issues relating to whether works could have been done during the day rather than at night when people are trying to sleep.
"There are also issues relating to whether the contractors can change their practices when carrying out those works. For example, they had equipment that was chewing up all the existing asphalt and throwing it into a truck and they seemed to toot their horns every 10 seconds or so, to the annoyance of the local residents.
"In this day and age, you could probably communicate between the two vehicles just by radio.
"I would also ask that council request VicRoads to reassess its policy when conducting works in residential areas, particularly at night.
"I understand they do a lot of their work at night, but it seems like they could have done that work during the day.
"We don't want to stop VicRoads from doing their work, but they just have to get a bit smarter about how they do things. We've got a lot of arterial roads that are in residential areas."
VicRoads had not responded to calls for comment by deadline.
